PRESENT: Mayor Foster, Deputy Mayor Manning, Trustee Elsey, Trustee Lecher, Trustee Yama, OIC Copp, DPW Superintendent Smith and Clerk Names.

Department monthly training consisted of pump and ground ladder operations with the New T3/Quint.

Water Treatment and Distribution System

Water levels at wells are at: Well # 2 – 41, Well # 3 – 25’ & Well # 4 – 40’ of water above the pump.

Water service at 340 E. High St, 145 and 149 Fairview turned off as requested by owner.

Water service at 577 W. High turned off. Owner making inside repairs.

Continued attending weekly progress meetings for Siemens Energy water system improvement project.

Crew replaced several water meters throughout the Village

Crew flushed several water services throughout the Village.

Crew completed quarterly water meter reading for the Village.

Crew read water meters for the Village of Riverside.

Crew replaced galvanized water service at 200 Charles St.

Crew repaired leaking gate valve on Davis St.

Crew flushed hydrants throughout the Village caused by flow testing at Siemens Energy.

Sanitary Sewer Treatment and Collection System

Crew continued sludge pressing operations at the WWTP.

Crew completed monthly sanitary sewer jet cleaning

Construction of the disinfection project at the WWTP is substantially complete.

NYSDEC conducted annual compliance inspection at the WWTP

Cummins conducted annual preventive maintenance of generator.

Village Streets and Walkways

Crew swept streets on several occasions.

Crew mowed shoulders along West Hill Road, Craig Park, Reservoir Road and Fairview one-way.

Crew completed cleanup from storm event on July 18, 2026.

Crew trimmed and removed trees throughout the Village.

Buildings and Grounds

Crew hauled weekly trash from Village facilities.

Crew continued weekly pickup of yard waste.

Crew performed weekly equipment safety checks.

Crew completed monthly playground equipment inspections.

Water at Dog Park turned on.

Crew continued mowing and trimming operations

Crew cleaned pavilion for rental on eight occasions.

Crew weeded flower beds and planters.

Crew brush hogged property at 450 West Water St.

Crew repaired trash containers along the bike path.

Equipment Maintenance

Performed maintenance and repairs on DPW, FD and PD equipment.

Serviced, repaired and cleaned equipment.

Village backhoe placed back in service.

Village Cemeteries

Seven burials for the month.

Water turned on at both cemeteries.

Crew continued mowing and trimming operations.

Village DPW

Crew continues additional services for the Village of Riverside.

Continued weekly safety meetings.

FINANCIAL/

BUDGET REPORT: No Changes

CLERKS REORT: All checkbooks for July have been reconciled and balanced to our accounting program and bank statements.

I continued working on the State Annual Financial Report through-out the month.

Late notices for unpaid taxes were sent out. As of July 31, 2026 we have a total of 43 properties that are outstanding for a total of $94,438.96 which includes $4,497.09 in penalties.

The second quarter water and sewer bills were reviewed, processed and mailed on July 20, 2026.

I prepared and sent out the quarterly invoices to the Village of Riverside.

The quarterly tax reports for Federal, State, Perma W/C and US Census were completed.

The Civil Service payroll certifications were completed.

Several FOIL requests were completed and several village tax searches were completed for properties in the village that have sold or will be selling soon.

PLANNING BOARD: No July Planning Board meeting was held.

OLD BUSINESS: The CDBG application has been completed and submitted.

NEW BUSINESS: 1. Village Board of Trustees approved the amendment to the current Village Procurement Policy.

Motion to approve was made by Trustee Yama, seconded by Trustee Elsey and Carried.

2. Village Board approved two firefighter membership applications. Frankie Lange who is rejoining the department and Marinna Minoia is new to the department.

Motion to approve made by Deputy Mayor Manning, seconded by Trustee Elsey and

Carried by all.

3. The Resolution from Wayne-Finger Lakes BOCES to participate in the upcoming Cooperative Electric Bid WFL2027-12 for the period of January 1, 2027 through December 31, 2027 was approved, signed sent to WFL BOCES.

Motion to approve said resolution was made by Deputy Mayor Manning, seconded by Trustee Lecher.

4. Don’t forget the Repair Café that will be held on Saturday, August 29, 2026

from 12 pm – 4 pm at Craig Park.

5. Village Board approved the bid for the generator for Well #2 which was awarded to the John Mills Electric Co. per Hunt Engineering.

OF BUSINESS: Motion made by Deputy Mayor Manning, 2nd by Trustee Lecher and carried by all.

PUBLIC

COMMENTS: Dave Tallman of 116 Grace Blvd. read a letter from Elton Harris, former ZBA chair, stating that the way he reads the current zoning law is that you can only have a recreational vehicle parked in front of a resident for no more than 30 days per calendar but it may be stored in the rear of the residence if it within the allowed lot setbacks.

Marie McCaig of 120 Grace Blvd. stated that according to DMV a “motorhome’ is listed as a recreational vehicle.

Andy Rochester of 100 Keefe Blvd. asked if the motorhome was still covering part of the sidewalk which is against the law. It was confirmed that it is not.

Bob Maurice of 107 Keefe Blvd. asked if our code enforcement officer could be brought in to discuss the issue. He also asked if the Village would be replacing several signs that are missing. Superintendent Smith stated that we had just received new signs and that the missing signs would be replaced.

Wally Marribitt of 440 W High commented that codes were created for public safety.

Emily Northrup asked if anything could be done about the high grass across the street from her and in her next door neighbor’s back yard.

Ron Knowles of E High St. asked if electric bike had to be registered. He also spoke about fire department equipment that had been left in a truck that was returned to him.

COMMENTS: Trustee Lecher stated that our code enforcement officer needed to look into the motorhome issue.

Deputy Mayor Manning reminded everyone that movie night would be held on Friday night on 8/14/26 at dusk featuring “Hoppers” and that there would be free popcorn and ice cream served.

AUTHORIZATION: to pay audited bills for the Village on a motion made by Deputy Mayor Manning, seconded by Trustee Elsey and passed.
